So in the video it's oviously seen how the policeman's primary interest interferes with his secondary interest. The primary interest of the policeman is to pull over the drivers who fail to see the the red traffic lights or who don't have the helmet on and to direct them to a court for the fine that they are charged. But in this case the secondary interest of the policeman interferes with the primary interest, which is to get the bribe from the driver instead of sending him to the court and plus the policeman states that he isn't gonna stop him again and allows the driver not to have the helmet on the whole day, and also he offers him to have a beer and allows him to drive the bike after being drunk.By doing that he earns enough amount of money from each tourist everyday, which is called corruption. To sum it up, the policeman doesn't really care about the driving rules, the only perception of his is to get bribes in any available way. By acting this way the consequences could be harmful, because the drivers also gradually become more confident, and they start breaking the rules which could lead to severely dangerous accidents whcih would affect them and the environment.

ReplyDeleteThe primary interest of the policeman of the video is to maintain the order in the streets and stop, reprimand and fine those who don't adhere to the traffic laws. Yet in this case, after the Dutchman had been caught violating the rules (because he was riding a motorbike without any helmet), the policeman decided to ignore the rules and not enforce the law, to his own advantage. His secondary interest (to make a little money out of disobedient tourists) prevailed over the primary interest and the policeman got a bribe and some cans of beer from the Dutchman in exchange for his permission to let the tourist go on undisturbed on his motorbike disregarding the rules.
ReplyDeleteThe consequences of the policeman's behaviour could be very dangerous for those who drive in the streets among uncontrolled drivers who do not follow the rules. Their inconsiderate behaviour would lead to an increase in the probability of deadly street accidents.
The policeman in the video has a primary interest which is that of making sure that everybody obeys the rules. In this case he stops a tourist that is driving a scooter without wearing a helmet but, instead of sending him to a court, gives the tourist the opportunity to pay him 20$ and let him go. This is the secondary interest of the policeman who is interested in making more money and so he gives this opportunity to every tourist he stops. His secondary interest interferes with the primary one because the policeman fails in doing his job in order to get some extra money. The consequences of this behavior might be that, knowing that this is how it works, more people would not wear a helmet thinking to pay just 20$ to solve the problem but, doing so they wouldn’t be as safe as they would be if they wore a helmet.

But the referees had also a secondary interest, to help the teams paying (or in some case blackmailing) them win.
So the matches with the teams involved in the trial where not fair because the referees felt more the secondary interest more the the primary interest (IV case) .

The primary interest of these players was to play for the will of their team.
The secondary interest was to falsify the match in order to help the other people to win their bet in change of an ammount of money.
We can say that is tha fourth case of the table because the players falsified the matches in order to achieve the secondary interest which was, for them, more important than the primary.

ReplyDeleteThe primary interest of the American government is to represent the people, if the 80% of the people supports an idea, there should be an 80% of possibility that this idea becomes a law. Unfortunately it’s not like this, it doesn't matter how many people supports something or not, there is always a 30% of chance that something becomes a law.
The secondary interest in the government is to get money from: economic elites; business entities etc. etc. . They represent just 10% of the American population, but if they want something the government is much more likely to do it.
As a result we can see how the secondary interest influence the primary interest of the government. So 90% of the American voters has no impact on the likelihood the congress will make it law.

Even if they have important responsibilities as the building soccer fields for children in developing countries, organizing the World Cup protecting the integrity of the game (Primary interest), they corrupted the business in order to serve their interests and to enrich themselves (Secondary interest). The personal interest of the owner of the firm responsible of this project was a financial interest. The secondary interest affects the cost (from a milliard and a half € to six milliards €)and the duration time of the whole project (it should have been completed in 2008. Now it will be completed in 2018). It also creates a lot of damages to the environment.

The case of corruption involves a bailiff guilty of having abused of his position and guilty of contrary acts to official duties. After 30 years of duty, he had a secondary interest ,so that to protect some people and aware them of certain situations in order to be reward with money. But this interest completely interferes with the primary one, in fact a bailiff should be loyal, honest, to be an example and follow the law.

We know that the primary interest of a doctor is to take care of people wealth and find a cure for his patients but in USA many doctors just forget their primary interest and they start to have financial relationships with pharmacieutical companies. They go to the meetings that promote new expensive drugs and even if they say that they will be not influence by that , the day after the prescriptions triplicate. This is a clear example of corruption because the financial interest ,seen as a secondary interest of those doctors, prevails on the primary interest. They receive gifts and benefits from companies in order to obtain more prescriptions of a certain drug that for example the patient doesn't need.

The seven people involved created a system of favours and patronage to divide revenues from contracts for the construction of different works, not only related to Expo 2015. Public servants who were involved, were offered the opportunity to get promotions, career advancement and money in exchange for favours, to the detriment of competitors. Most of the people arrested had already had troubles with the justice, for example in the case of the inquest “Mani Pulite”. However, we can resume the situation of public servants this way:
Primary interest of public servants: to choose the best alternative among all the offers presented, in order to achieve the best quality for such an important event.
Secondary interest of public servants: get promotions, career advancement and money.
The way the secondary interest affected the first: the public servants preferred to obtain their personal compensation, giving procurements to who offered more favours.
Consequences: if this actions were not disclosed the risk was that the entire image of Italy could be damaged, in such a difficult period. Moreover the quality of Expo would have been reduced, and probably people's need not satisfied. An important amount of money would have been wasted.

A few years later Albert Fall became Secretary of the Interior and he convinced the navy to let him take charge of the reserves. Fall then became responsible for managing the reserves in the best interest of the nation (primary interest). However Fall decides to lease the reserves to several oil companies and although this was not illegal, Fall received bribes that measure up to 4 million dollars. So instead of holding a generalized bid for the reserves, securing the best deal available he chose to lease it way under market value in exchange for financial gain.

Former New Orleans Mayor Ray Nagin was sentenced Wednesday to 10 years in prison for bribery, money laundering and other crimes. He was convicted February 12 of accepting hundreds of thousands of dollars in bribes and kickbacks. The indictment includes 21 counts. Prosecutors also said Nagin accepted perks such as free travel and played a role in funneling money and granite to Stone Age, a company run by his sons. The counts cover a large portion of Nagin's two terms as mayor from 2002-2010, a tenure that included the Hurricane Katrina disaster of 2005. I added an article about a teacher that told students that each of them needed to purchase a $3 magazine subscription for a class project, but their magazines were never delivered and their money wasn't returned. The primary interest of the teacher was to help his students to study with the magazine. The secondary interest was to take the money to himself and not by the magazines. So the teacher saw the opportunity to make money from nothing so the secondary interest affected him and he decided to take the money and not by the magazines. The consequences were that he was suspended from school and he lost the trust of his colleague’s and students.
The case of "ecomafie" is just one of the stories of illegality and corruption in our country. The toxic waste disposal is an expensive work for all the industries. The owners of certain industries so decided to save money in this operation by giving the responsibility of waste disposal to criminal groups. Those are cheaper for the industries but, at the same time, are not able to manage properly this work. This case ended up with a critical pollution of the environment. The secondary interest of the owners of industries is to save money, but this interest affected the primary one, that is to say the value creation for all the stakeholders, In fact they were damaged.

This leads to payment,by canadians people,to private banks,with a higher tax of interest on loans and margage. Naturally,government in Canada has a interest in acting in this way, probably receiving tangents from private banks. I think that the public Bank of Canada,is actually use with a low percentual comparing to the private field. He admitted his responsibility and in 2015 Berlusconi has been condemned for this crime. In this case the primary interest of De Gregorio had to be to respect his duty as a representant of Italian people, but his secondary interest was his own financial interest. ReplyDeleteFormer Israeli Prime Minister Ehud Olmert was accused during his years in office, 2006-09, of many corruption scandals. One of the them is the Holyland one. Israeli PM was involved in a big multi-million dollar corruption scandal in which he allowed an illegal construction of a complex of buildings in the heart of the city without taking care and respecting laws and permits concearning environment. At the time he was mayor of the city of Jerusalem so his primary interest should have been to improve city's conditions but he did not respect laws and citizens, choosing to satisfy only his desire to gaina great amount of money, so he only satisfied his secondary interest.

In the last 15 years the European Union has given to the region Calabria more than 2.5 billion dollars to improve its roads. This should have been the primary interest of the public entity. The region should have decided to make the best out of those money.
However the Region didn't use those money for a public utility but it gave them (through the bureaucracy) to people who belong to the local mafia, probably because they were involved with them.
The consequence is that people in Calabria do not travel on good roads and the highway Salerno-Reggio Calabria has not been finished.

ReplyDeleteAs regards a situation of corruption I want to analyze a shameful criminal organization that was discovered today in Rome. There are 31 suspect involved in this criminal organization conventionally called “Dama Nera”. They are all executives and officials of the “ANAS spa” (National Autonomous Roads Corporation). The “corrupted leader” was Accroglianò Antonella - Executive Manager of the Technical and Administrative Coordination of ANAS SPA - that used company’s money\profit to do her own interests.
The primary interest of the Anas’ officials should be to manage the Italian’s road, creating safe and efficient services. However these corrupted officials have not even considered the interest of the company for which they worked, they only wanted personal benefits. By consequence they are involved in an actual conflict of interest related to an opportunistic behavior that led to this shameful case of corruption.
In the video, the police man has the primary interest to ensure safety on roads, including recalling people not wearing helmets. It is shown, though, that instead of accomplishing his duty, he let a secondary , private, interest to interfere with his first, public one. Indeed, he initially recalls a tourist who was not wearing a helmet, but lately asks him money in order to avoid the obligation of wearing the helmet and gives him the possibility to get away just with paying him. In this case, we can definetely talk about corruption, because, picturing a balance, the secondary interest weights more than the primary interest, and, therefore, prevails on it. Consequences to this situation may be the general aknowledgement of corruption of policemen and loss of trust in them, or may be the missing security on roads.

The protagonists are: the former Nigerian oil minister, Dan Etet, which is the owner of the Malabu oil company, the Nigerian mediator, for this case, Emeka Obi, that is the owner of the Energy venture partners company and finally Eni the Italian Energy company. Eni with his mediators payed approximately 1 billion dollars to the Nigerian oil minister to obtain a license to extract oil from a block. The corruption in this case is born to the decisions of the Angola's president, Jose dos Santos, to cut the healthcare budget by 30% and of all the public officers of the country who spend a lot of money in luxury goods instead of taking care of the people.
So the primary interest of the president and of all the public officers is taking care of the people attaining to their roles; their secondary interest is to spend a luxury and wealthy life in downtown Luanda; so the secondary interest interferes with the primary through bribery and other forms of corruption ; the consequences are that a bigger part of Angola's children die within 5 years old only because of money.

ReplyDeleteIn the 1970s and '80s, the Cook County Circuit Court system based in Chicago was so corrupt and dirty that two federal investigations, Operations Greylord and Gambat, were undertaken to expose it. Lots of judges went to jail for their underhanded dealings, but the worst of the worst was the not-so-honorable Thomas J. Maloney. During the 13 years he spent on the bench (1977 to 1990), Maloney "fixed" as many as six murder trials, taking bribes from $10,000 to $100,000 from gangs to convict members of other gangs of murder or manslaughter. Eventually, the justice got his own justice as he was indicted and sentenced to 15 years and 9 months in prison. The fact is that he's the only judge in Illinois history to be convicted of fixing a trial. Of course, there would have been another in the same Greylord operation, Judge Frank J. Wilson, but he shot himself just before the Feds came to get him.
Primary interest : the just justice has to be pursued.
Secondary interest : Earning personal profit.
Consequences: Maloney ended up in jail.

Their(police) primary interest is to always obey the law and protect people from danger.
Their(police) secondary interest, as a poor country, is the money(bribery).

A situation of corruption can be that one of Glaxo Smith Klain. Glaxo is a firm that produces drugs and it's accused of bribed because the staff of the azienda would have corrupted the doctors with trips to get them to prescribe the drugs to patients. In this case the primary interest is the sale of drugs,while the secondary interest is the economic interest of specific executives,all over the world and to increase the sale of drugs.

We can find a case of corruption in Brazil, where one of the political parties (PT, Partito dei lavoratori) accepted tangents from Petrobras (the most important oil group of the country). Moreover this situation does not help the general situation of the country, because Brazil is still in recession and there are several political problems.

On may 27th ouf 2015, 14 Fifa officials and businessmen were charged of bribery, fraud and money laundry, and then arrested in Zurich by the CIA. Their primary interests should had been uphold the game's rule and protect the sport's integrity. ReplyDeleteIn 2014, 12 pediatricians were arrested for advicing young moms to use powder milk instead of natural milk in exchange of various gifts from corporations. The system worked through the assistance of a travel agency that issued fake travel receipts to then give the exact amount of money to the doctors, that were completely free on how to spend it. 18 people in total were arrested. It's pretty clear in this situation how the secondary interest of the pediatricians, which is the gain of extra money, heavily interferred with their primary interest, that should be consulting parents and helping them taking the best decisions about their children's health.
Primary interest: To stop drivers who do not abide the road and traffic that includes helmets and etc. His duty to report them to the court of law and carry out the supervision over citizens in order to ensure that they follow the legal guidelines.

Conflict of interest: Unfortunately the secondary interest of this police officers interferes with his primary interest since he chose to be bribed and avoid sending the law breaking citizen who did not have his helmet and driving licence to the court of law. He offered the person to either go to the court or bribe him instead. The consequence of this action would result in corrupt system where the secondary interest of public officials would surpass their primary and main interest which is to carry out procedures with accordance to law.
In 2007, Berlusconi corrupted Agostino Saccà to convince many senators to cheat Prodi, in order to make his government fall. There are many videos on YouTube about it. In this case, Berlusconi should have thought about his primary interest, that is to work for the population, representing all of us; instead he chose to make his secondary interest prevail (and this is not the only case of corruption he is involved in), that is getting the power, and as a consequence a personal recognition, even using illegal ways.

ReplyDeleteAccording to Table53 we can clearly understand that the headmaster had no interest in his school because he cared only about his personal interest. In fact, in this case, the secondary interest of the headmaster (to get the bribe from bad students in order to guarantee them to pass the final exam) totally interferes with his primary interest (to execute the school's rules).
The consequence of his behaviour was that every teenager, in particular the ones who did not want to study, attended that school because they knew that there they would have been able to pass the final exam.

They decided to cheat matches of their own team in exchange of money. in this case, the primary interest of players was to play for their own team in order to win as much as possible. They proposed to lawyers and defendants an "aid" to win their lawsuits. In exchange for money they would have falsified the evidences of the case and they would have slowed down the processes so that the case went to prescription. Considering table 53, we could say that we are in front of the type III bacause these people had no interest at all in the functioning of the judiciary system.

The investigation focused on the awarding of the next World Cup of 2018 in Russia and 2022 in Qatar, but according to the American Judicial System, the world football is corrupt for at least 24 years, a case which involves the awarding of the Wordl Cup of 2010 with a bribe of 10 milion, paid to the Executive Committee of the FIFA, including Joseph Blatter and Michel Platini, which now are suspended from offices. This is a case of corruption because the primary interest of FIFA is to award the World Cup, to the best candidate, neutrally. On the contrary the Committees of FIFA used improperly their offices just to enrich themselves.

But the referees had also a secondary interest because some of them were paid(but in this case we talk about corruption) and some felt the need to help bigger teams winning in order to keep refereeing (in Italy the referee are appointed) . By extension , the term is used to refer to the court case concerning the payment of bribes to get the victory in favor of Berlusconi (Fininvest).
The first defendant in the trial was Cesare Previti , Fininvest lawyer. The First Civil Chamber is chaired by Arnaldo Valente , Judge Giovanni Paolini and Judge Vittorio Metta . The judgment is made public Jan. 24, 1991 , after 10 days of deliberation .
The judgment is in favor of Berlusconi and delivers Mondadori shares in the hands of the Fininvest.
In 1995, after some statements of Stefania Ariosto , the judiciary began to investigate the authenticity of the judgment . Stefania Ariosto declared that both the judge Arnaldo Valente and the judge Vittorio Metta were close friends of Cesare Previti , Fininvest lawyer , and frequented his house; Ariosto also testified that she heard Previti speaking of bribes to judges Romans . The pool of judges in Milan was able to track down suspicious movements of money ranging from Fininvest to foreign accounts of Fininvest lawyers and by the latter to judge Metta.
The primary interest of the lawyer Cesare Previti was to do his work always aiming into account the respect for the rule of law and the protection of the rights of men in order to make more civilized the world in which we live.

ReplyDeleteAlmost every top official in Crystal City in South Texas was arrested on the 4th of February under a detailed federal indictment that accuses them of taking bribes from contractors and sending city workers to help an illegal gambling operator nicknamed "Mr. T."(Nguyen).
ReplyDeleteCrystal City Mayor Ricardo Lopez took $6,000 from Nguyen to buy a vehicle. In return, he allegedly waived some taxes for Nguyen and had employees close competing casinos that violate state law but exist informally throughout South Texas. Lopez allegedly told city employees inspecting Nguyen's property to "make it easy."
City Manager William James Jonas and Mayor Pro Tempore Rogelio Mata are accused of giving a contractor a $12,000 payment "in exchange for payments and other things of value."
And Lopez, Rogelio Mata, current councilman Roel Mata and former councilman Gilbert Urrabazo are accused of voting to keep Jonas as city attorney and city manager at a salary reported by local media to exceed $200,000. In exchange, Jonas provided payments and other illegal benefits to the four leaders. This is a clear case where the mayor of a city and top officials put their secondary interest (that was to earn as much money as they could even illegaly) over the primary one, that is to manage the city in the best way and ensure the welfare of the citizens.
This corruption case is in Albania, where there was a videotape released that allegedly shows a minister asking the former economy minister to intervene over a hydropower plant concession tender, naming an alleged recompense by a businessman of a seven per cent stake and €700,000 bribe.The primary interest of the minister is to approve or disapprove the financing of large project tenders that benefit the community. However, not all tenders are worth to be approved because not all of them are necessary. Therefore, this businessman, in order to make sure his tender would be approved, decided to bribe the minister. This is the secondary interest of the minister, obtaining 700,000 euros from the businessman. This action is wrong, selfish because it does not allow other projects (that might be better for the citizens and the environment) to be approved.

Thus the policeman’s primary interest is to make sure that the traffic laws are respected in order to maintain order in the street, and therefore fine the student for not observing the norms. However, his secondary and personal interest is to bribe the boy and make some money out of it. The policeman is corrupted since he decided to turn a blind eye and ask “dirty” money in exchange of not fining the boy. Indeed, from the video we can notice the secretly made process and at the end the policemen that returns the keys to the boy.
As a consequence of this behaviour the boy will continue violating the norms in the traffic and this could lead to unpleasant accidents. Moreover, as a young man, he will be given the example that there is always a preferable shortcut to avoid respecting the law.

I want talk about an italian health's case of 2011: Carlo Cetera, the chief of obstetrics and gynecology at the Hospital of Pieve di Cadorne, was arrested for bribery. He would have demanded bribes to patients to blow up the waiting list of assisted procreation. The doctor, thanks to the scared prospective of the parents to lose the last chance to fulfill the dream of having a child, induced the couples to pay him reducing from two years to few months a public list.

ReplyDeleteThe tenant Steve Lock has been informed he had to move house from where he was living in for 18 years or he would be evicted! The apartment building was sold to a new owner who plans to turn it down and build a condos. The new owner is Mathew Jacobs who also happens to be chairman of Board of the California Housing Finance Agency which provides finance programs that create affordable housing opportunities for low to moderate income Californians.
The CA Housing Finance Agency provided a rigid statement (after not answering or returning phone calls) which says in part "The CA Housing Finance Agency has a long history of supporting affordable housing for low to moderate income housebuyers and renters.As the chairman of the Board, Mr Jacobs has fully supported the mission of the Agency..."
The primary interest of Mr Jacobs and the California Housing Finance Agency is to help and support low class renters and buyers with affordable housing opportunities.
Unfortunately,the chairman of the Agency has second interest when refering to building his planned condos.
Although he is chairman of such organization, he would evict the people and turn down the building where too many renters are living just to maximise profit. (the secondary interest affects the primary one)
We do not have enough information to say what are the consequences but we may suggest two occasions: when Mr Jacobs is being fired or when he gives up his plan. Because otherwise the organization he is working for will undergo numerous losses.
I was looking for an interesting topic to talk about, I have found this video on internet and I was truly shocked by the result I have found. The title talks itself: Corruption is LEGAL in America. It starts showing the influence of citizens on the politics acts and decisions, it's incredible how they lie during the election campaign. It is just as shocking as it is how, on the other hand, the elite class has almost the double influence of a "common" one. But the most unbelievable topic it faces is how banks work in order to obtain benefits ( financial, of course). They invest milions of dollars supporting election campaigns of politics that will pay back their debt introducing to the senate some bills that will make banks earn trillions dollars!! Alhaji Maina (Pension Reform Task Team, PRTT, Chairman) misappropriated billions of naira worth of pension funds, which he claimed to have recovered from pension thieves. One of the most obvious examples are the workers who work much more than the "standard" working hours and are paid much less than they should legally be paid. They paid millions of dollars in bribes and kickbacks to obtain lucrative media and they make money in part by selling commercial rights to their soccer tournaments to sports marketing companies.What should have been as an expression of international sportsmanship was used as a vehicle to line executives pockets with bribes totaling 110 million dollars (how the secondary interest affects the primary one).
Black Rock is an American global investment management corporation. In 2012, it was found out that one of its top managers, Daniel J. Rice III, was managing energy-focused funds and separately managed accounts at BlackRock when he founded Rice Energy, a family-owned and operated oil-and-natural gas company. Rice was the general partner of Rice Energy and personally invested approximately $50 million in the company. Rice Energy later formed a joint venture with a publicly-traded coal company that eventually became the largest holding (almost 10 percent) in the $1.7 billion BlackRock Energy & Resources Portfolio, the largest Rice-managed fund. BlackRock knew and approved of Rice’s investment and involvement with Rice Energy as well as the joint venture, but failed to disclose this case of corruption to either the boards of the BlackRock registered funds or its advisory clients.
ReplyDeleteIn an East Asian country, a businessman was having a commercial dispute with the general manager of another trading company who had a friendship with a group of local judges. The judges manufactured a case against the businessman, fabricated a set of files and had him arrested. After six months of illegal detention, they ordered his release, but only after his family and associates had paid the equivalent of a US$29,000 bribe. The judges split most of bribe among themselves, but left a little for their friend, the general manager.
ReplyDeleteConsequences : totally unjustified and wrong imprisonment and the law that didn't protect the person's right but on the contrary abused of its power.

ReplyDeleteThe primary interest of the police officer is to protect the people and enforce the laws. However, the police officer on the video (link above) has a secondary interest that interferes with his duty and therefore, he cannot exercise his professional judgement in accordance with the interest of the azienda.
The case in this video, using the Table 53, the police officer has no interest of his police department and opportunistic behavior. This leads to corruption.
